PORT LOUIS, MAURITIUS / RankWire.AI / – The African Union has officially introduced the Africa Credit Rating Agency, known as AfCRA, in Mauritius. This new agency will deliver credit evaluations for African sovereign entities, corporations, financial institutions, and other issuers. Its inauguration took place in Port Louis during the second African Conference on Credit Ratings. AfCRA will leverage regional data, African expertise, and established credit analysis techniques. As operations grow across the continent, Mauritius will serve as the agency’s headquarters.

Africa launches first continental credit rating agency
Africa Credit Rating Agency adds a new source of independent regional credit analysis.

The concept of the agency received endorsement from African leaders initially in 2018. In 2023, finance and economic planning ministers reaffirmed their support during meetings in Nairobi. Later, the African Peer Review Mechanism coordinated efforts related to governance, methodologies, and the agency’s operational model. Since then, AfCRA has transitioned into an independent institutional structure. It will function as a self-funded organization with participation from the private sector. Ownership regulations prohibit governments from holding shares in the agency.

African Union Commission Chairperson Mahmoud Ali Youssouf attended the launch event along with senior officials from Mauritius and representatives of institutions. Mauritian ministers Dhananjay Ramful and Jyoti Jeetun also participated. Youssouf highlighted the importance of credible analysis and the need for robust institutional independence. AfCRA will operate alongside existing global rating providers rather than replacing them. The African Union has described the agency as an additional source of credit information for African markets.

Agency aims to broaden Africa’s credit coverage

AfCRA’s scope includes national governments, regional authorities, banks, companies, and other eligible borrowers. The agency emphasizes transparent assessments based on African economic data and market information. Its framework also emphasizes governance standards, conflict of interest mitigation, and analytical independence. These safeguards are integral to its operational structure. AfCRA intends to generate credit opinions that investors, lenders, and issuers can rely on when assessing financial risks in African markets.

The agency enters a market where several African economies lack coverage from major international rating agencies. African officials have also raised concerns about gaps in local data and how regional conditions are reflected in external assessments. AfCRA will add another analytical resource to address these issues. The United Nations Economic Commission for Africa supported the development process with African institutions and other partners. The organization has also underscored the importance of enhancing regional data and technical capabilities.

Mauritius designated as the operational hub for Africa’s new credit agency

Mauritius will serve as the operational base for AfCRA as it begins its rating activities. The African Union highlighted the country’s strong financial sector, regulatory framework, and ties to international markets. Mauritian officials expressed support for the launch and the establishment of the headquarters in Port Louis. From this location, AfCRA will serve both public and private issuers across Africa. Its work will include credit ratings and related analysis for borrowers seeking access to domestic and international capital.

This launch signifies the transition of AfCRA from a longstanding policy initiative into an active credit rating institution. The agency now joins Africa’s broader financial infrastructure with a focus on regional borrowers and market data. AfCRA states that its assessments will depend on independent analysis, technical standards, and locally relevant information. The African Union continues to endorse the agency’s role in expanding credit information across the continent. AfCRA is now set to develop its presence among African issuers and investors.
