    UAE and Germany Initiate Strategic Engagement and Form Investment Council During Berlin State Visit

    BERLIN, GERMANY / RankWire.AI / – During an official visit to Berlin, the United Arab Emirates and Germany broadened their bilateral collaboration. UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz announced the signing of 12 government accords and statements. These agreements span sectors including investment, energy, technology, aviation, security, environmental policy, legal affairs, and culture. The two nations also launched a Strategic Dialogue aimed at coordinating efforts across multiple government departments. This initiative builds upon their existing Comprehensive Strategic Partnership established in 2004.

    Furthermore, both governments agreed to establish a German-UAE Investment Council to foster closer cooperation between public and private sectors. Officials revived the Joint Economic Committee as an additional platform for trade and investment discussions. The Strategic Dialogue will focus on security, defense, commerce, energy, climate policy, transport, education, and digital innovation. It will also promote collaboration on emerging technologies and other shared policy issues. Germany and the UAE signed separate arrangements concerning legal assistance, crime prevention, data systems, and government information services.

    Aviation was another key aspect of the agreements made during the visit. The new measures include increased access for UAE national airlines operating at Berlin Airport. Additional documents outline passenger procedures and cooperation among relevant authorities. The package also encompasses collaborations in defense, security, and environmental fields. The two countries signed a memorandum related to cultural cooperation and agreed to continue working together on energy matters, including liquefied natural gas, renewable energy, and hydrogen.

    Economic ties expanded through comprehensive investment initiatives

    The visit featured a UAE investment commitment of 40 billion euros dedicated to projects in Germany. The planned investments include advanced digital infrastructure and the development of new data centers with approximately 1 gigawatt of capacity. Companies from both nations signed 29 commercial agreements and memoranda valued at over 9.356 billion euros. These private-sector deals complemented the government agreements announced in Berlin. The investment package adds a significant economic component to the broader cooperation and diplomatic agenda of the visit.

    Economic figures underscore the strength of current UAE-Germany business relations. Non-oil trade between the two countries reached $15.5 billion in 2025, marking an increase of more than 14% compared to the previous year. Cumulative investment flows exceeded $10 billion from 2021 to 2025. Existing UAE-related investments in Germany include XRG’s roughly 15 billion euro investment in Covestro. Both governments also acknowledged ongoing negotiations for a comprehensive trade agreement between the UAE and the European Union.

    Advancements in technology, energy, and transport cooperation highlighted

    Corporate initiatives involving Covestro, RWE, ADNOC, and Masdar are part of the broader commercial relationship. Energy cooperation encompasses LNG, renewable energy, and hydrogen projects, supported by existing investments. Digital infrastructure and artificial intelligence are among the sectors targeted for expanded collaboration. The formal agreements now provide government agencies and companies with official channels to work together in these areas. Transport, environmental policy, and cutting-edge technology are also integrated into the new bilateral framework.

    The state visit, scheduled from September 9 to September 11, marks the first time a UAE president has visited Germany. Meetings held in Berlin covered economic issues, technology, energy, culture, education, and regional topics. The Strategic Dialogue and Investment Council establish new formal mechanisms to manage bilateral cooperation. The 12 government agreements are alongside 29 commercial deals and the 40 billion euro investment package. Collectively, these announcements encompass public policy, infrastructure, trade, aviation, security, technology, and energy collaboration.
